At 21 you are likely done with any growth spurts. There can be some reasons for under development, and it is best to speak to your doctor about it to make sure you don't have some hormone level imbalance which could affect your overall health. There might also be physical reason the penis isn't appearing as large such as large amounts of body fat, or skin issues where the skin has tightened or hardened and is not allowing the penis to fully show, all of these again need to be discussed with your doctor.
