it depends on what you think is BIG are you going by how long or how thick, The average penis size is literally 5'5 inches, well where i am and it doesn't go to high or too low anywhere else,
I've been with enough men black white hispanic and Asian to say that is a myth. Just as many white guys, hispanic and Asian guys that fall over the average is around the same number of black men. The reason you think black men's are huge is because of porn. I ran into a white guy with a 10 inch, Asian guy with 9 inches and a black guy with 4 and i measure. I did not take those two that was big as SHIT, black guys can usually fool you because of the girth, i noticed a lot of white guys I've slept with had more length but not girth, which made theirs seem smaller, hispanic/Asian guys usually had the right amount of both, but some people are greedy and want more girth which is why they see black guys dicks and go ( its so huge i want it! Because they want to be stuffed with thickness not length, so it depends on what you call big but i can guarentee its not because its 7, 8 or 9 inches. Jts because its thick that you get satisfied. Ask any man to put a dollar bill up to their dick and watch how quick their estimated dick inches drop. A US bill is 6.1 inches so if they can't past that saying they are 7 inches they lied sweetheart and thats for any man.

It's definitely rumors and not true. Seen it mostly in porn where every black penis apparently is labeled "BBC" but are smaller than there own hands. I think a lot of the rumor comes from a subconscious fetish of being the "it" thing to do when it comes to male egos and earning a type of status and some comes from basic preference taking bias and believing every number a person yells out or there method of measuring. Most people cheat when they measure not to mention lie. Anyways hispanics are apparently more consistently bigger in my opinion from what is seen from my friends.

In Japan, they have all sorts of wacky TV shows including some sexually explicit ones although, in Japan, they pixelate genitalia. Well, in this one show, there was an audience of young women and 3 naked men for there on display for the women. The host then prepares the women that there's one more penis to see which is much different. Out walks a naked Black man. He was normal guy - he didn't looked like an athlete or was tall or anything unusual compared to the other 3 naked Japanese men other than his skin. But, when he came out, these women screamed like Godzilla was approaching. Some of these women practically went insane - many of them had to touch that penis and even suck it. They were all amazed and many were stunned silent with their jaws dropped. The host then (translated) says "That's a big penis, isn't it?" She then asks which penis is their favorite and the women flock to the Black guy, but the video quickly cuts out.

From your question, I imagine that you don't live in a community where there is a lot of inter-racial relationships... There might be no black people at all in your town.
But not all black men have big penises. The average is about 7-8 inches as is with other races. It's a myth; believe me, HOWEVER, the ones WITH big penises have longer ones on average than our counter-part races. That is to say ALL races have those with big ones (over 9 inches), but in each race it's varied and hard to tell who has and who hasn't.
