The issue is that the underage person doesn't have the legal ability to consent because they are judged as not having the developed mental capacity to make a completely informed decision for themselves and are unlikely to weigh up all the issues and consequences regarding undertaking such a decision. As sexual predators are usually adults, they are fully aware of that and take advantage of it and use manipulation to convince the underage person that it is a great idea or even their idea. The law is there to protect against that. There are some places in the world where the parents have to ability to grant permission for the relationship to proceed and this supersedes the law. There is good reason why people under the age of consent are exactly that. Also the age of consent varies in different parts of the world, for example in the UK it is 16, and I heard recently that in 1 or 2 Eastern European countries it is 15. The issue is different with 2 people that are both under the age of consent as it is considered that neither of them know better, but where 1 of them is over the age of consent they do know better than to be having sex with a minor.
It can't be consentual at all because underaged children and teens don't fully understand the consequences of having sex (aka the older adult is taking advantage of the nativity of the underaged individual. Even many 18 are still too young and naive - I find British "21 = adult" to be much better law).
Also, while they may have started developing secondary sexual characteristics, their brains/minds are not yet ready for the life. They are too confused with all the changes their bodies go through and all that hormonal storm in their bodies makes their decision making rather clouded.
So two teens of the same age are mostly just experimenting and are equally confused and inexperienced, thus both parties are equal.

You do? Isn't 16 a bit too young to be considered adult? I mean majority of the world has 18 = adult for drinking, driving or having a full work. And by 16 you couldn't even finish high school. Anyways I am sorry, I thought that Britain had the age of 21 = adult. Must have confused it with another country.
We have different ages for different things tbh, But for legal of consent for sex is 16. Drinking for example as different if fine at 16 with a responsible adult like your mother or father, or one drink with a meal though you still cannot buy alcohol until 18 or truly drink it to get wasted really tho of course we do anyway. Then for driving 17 for driving without a special thing which would allow a 16, most start learning at 16 to able to drive at 17 though. High school ends at 16 over here but we have to remain in education until 18 supposedly like collage or 6form. But you can work at 16 too. But anyway yeah 16 for sexual consent we don't see any big issue with it.
Perhaps what's needed is a window where you need the consent of her parents. That way guys couldn't coerce vunerable girls but their would be wiggle room say in a relationship where one was slightly under age.
No a 14 year old can't consent to someone who is 26. There's a power imbalance.
