It can get dirty but it's not normally the case if they have been to the toilet and washed well, but it's the bacteria that you can't see that will be in your dick. Both of you should wash well before and after. It's safe if both of you are clear from STDs, if you don't know for sure then use a condom.

Yeah, it’s safe. It doesn’t really get dirty, per se. If your partner were to just have a bowel movement seconds before anal sex, then it might get somewhat dirty.
