I'm a straight male, but I find it really odd that you have a short height and a small penis for both of these options, as women wouldn't want either one of these men.
I'd think it'd be more like choosing between "A short 5'1 guy with 7.5 inches" or "A tall 6'2 guy with 3 inches."
However, if both men have terrible heights and both men have penis sizes few women would want, they'd probably be more inclined to choose the slightly less short man, since they won't be pleased sexually either way, but can at least use toys for that, where the even shorter man can't do anything about it.
