It will depend a lot on age.
As a kid, as soon as I stopped peeing, I was instantaneously 100% finished and could whip my pants back and run out of the bathroom without dribbles.
As an adolescent, the penis becomes much bigger, and the prostate develops into something that can choke off the urethra to facilitate orgasm. This makes it harder to get those last drips out and may require a couple of shakes.
The older I get, the more work is required to get those last drips out - which may be downstream from the urethral sphincter, but upstream from the prostate. Yes, but it really doesn't do much as far as preventing a small wet spot on your pants.

Think of it like a garden hose. You turn off the water and shake the hose a few times until it starts dripping. Then you lay the hose on the ground, and somehow more water still comes out.

If I'm in a place where I can't have a wet spot, I'll take toilet paper, squeeze my dick at the base and milk the rest of the pee drops out and wipe the tip off, and a little bit in my urethra with toilet paper.

Maybe just to get the last drop off after I've squeezed it out and even that doesn't do much good because, there's ALWAYS another drop or 3 that leaks out moments later!! I never had that problem until I lost my virginity! The very next time I took a piss, it started doing that and hasn't stopped for very long since then!!
