You need to understand the whole picture here.
The majority of men will not fuck literally any girl - they have to find her at least somewhat physically attractive. That doesn't mean she needs to be a 9 or 10 in the eyes of the guy - it means she needs to be a 4 or above. A 4 is a bit below average but still within the average range, which means that about 85% of 20-something women would qualify. But, yes, most men would fuck a willing girl who he found to be a 4 or higher in physical attractiveness if they were both single. If you find this unusual, I'm not sure why, especially if you understand anything about men - biologically, it's our job to have sex with as many women as possible to "spread our seed." And for guys who rarely get sex, they can't afford to be ultra picky - much like you couldn't be super picky about what food you ate if you were starving and were lucky to get one meal a week.
We should also mention some exceptions to the rule. The most common one is drunk guys. Being drunk means that the first thing that left you was your judgement, and in this case that means that drunk guys will often sleep with women who they would never sleep with sober. That seriously ugly chick? That girl who rarely showers? The girl missing most of her teeth at 22? The girl who has been with 847 guys by her own count? Guys who are hammered might well bang them because in their drunken stupor and "beer goggles", she seems perfectly fine - until tomorrow morning, when they sober up and find out what they've done.
The other exception - and there is definitely some overlap with the other exception group - is guys whose own social market value (SMV) is very low. Guys who are really poor and/or long-term unemployed, guys who are ugly, guys who have substance abuse problems, guys who are dumb as a box of rocks - these guys will often bang girls that most guys wouldn't, because they know it's the best they're going to get, and they recognize that their own value is low.
The exceptions don't disprove the rule, though. Most men aren't drunk on a regular basis, and most men don't have such low SMV. But a girl doesn't have to be super hot for guys to want to sleep with her - she really just needs to be around average, physically, and to be single and willing.
