I have no idea - I've never experienced this personally - but based on what I know of the girls who have complained about this to me, the men in question tend to be selfish and self-centered, and while they want to know that sex is available to them when they want it, they also tire of putting in any effort in pleasing the girl. They'd rather masturbate than have to be responsible for pleasuring her, which they see as hard work.
