I live in Vegas and one should know to expect that type of thing downtown (I hardly ever go downtown).

But there are some family attractions down there as well, like the Adventure Dome for example. So a kid wouldn't entirely be out of place on the strip.

I think the most reasonable thing the person could have done was tell the kid to look away.
