I wouldn't worry about her masturbating. Masturbation is normal at any age. Toddlers are prone to playing with themselves in public and have to be taught to keep it private.

I would wonder how she found whatever she was watching. I might ask her very gently how she found it, making sure that she knew I wasn't upset that she was watching. It's possible she was told by another girl her age, or by an slightly older child. I would just want to know that she wasn't being groomed by an older teen or an adult.

I certainly would not shame her for it. I don't believe children are harmed by porn they find for themselves. Again, I would mostly be concerned that she was taught by someone significantly older.

That’s tough because girls are reaching puberty faster today because of all the hormones put in our food. I’m not a dad, but I would talk to her. Be thorough. Put restrictions on her phone. Don’t be too hard on her or she will block you out and it will get worse.
