Girls, Should I have told her her pants were see through?

In the past I had a significant other tell me that if I ever noticed that her shirt or pants were see through, that I should tell her. My question is, what if I noticed this same thing innocently on a stranger? Should I tell her in case she was unaware? Is it possible to do so without her thinking I was just hitting on her or being a creep? If so, what would I say to her?
I ask because this morning, while filling my gas tank, a lady pulled up in front of me and in the sunlight, I could clearly see her underwear. From the rest of her outfit, I got the impression that this might not have been on purpose or that she was aware.
