A while ago, I went to a local bar that decided to have a wet t-shirt contest one night. The girls that entered the contest were regulars at the bar and, once their shirts got wet, they obviously WANTED everyone to see their tits and eventually, they took off the shirts and danced around on stage with their naked tits hanging out and bouncing all over the place. What I thought strange, though, was that, after the contest, they all put dry shirts on and got pissed at any guys that just saw them half naked for trying to get a look at their now clothed tits!
I've also see quite a few girls that have no problem flashing their tits in public (Mardi Gras, for instance, or a Free The Nipple event or just walking or driving down the street) but refuse to let ANYONE see them upon request!

It depends on the situation, location, and audience. I'm not ashamed of showing them off when I feel like it, but there's certain things I need in order to feel comfortable or hyped to do it. Mardi Gras? Well, everyone's doing it, it's socially acceptable, everyone's in a good mood, etc, not so bad there. Wet tshirt contest? Pretty much the same thing. And there is a sense of freedom and liberation when we do it since we're raised to think that boobs are too sexual and indecent to show to anyone. Freethenipple/Gotoplessday events, the point of those is to normalize and desexualize so getting your rocks off for those events won't win you (not you specifically, just saying in general) any points. As far as refusing upon request, well, that's left to the individual girl there. Everyone's different. For ME, I've got to know you first and not get creeper vibes. Like, I don't want to flash someone I think will end up following me home and stalking me.
