More acceptable now compared to what? Compared to when I grew up in the 70s and 80s? Yes, for sure.
Few guys would be happy with their girlfriends flashing their tits at other guys under normal circumstances. Sure, if you take your girl to Mardi Gras/Spring Break/Carnival, then you are knowingly putting her in a situation where it's likely to happen, so you're presumably okay with it IN THAT CONTEXT, but that still doesn't mean it's okay for her to flash random guys (or your friends) back at home.
Single girls are welcome to flash their tits anytime it's appropriate.
Being completely nude would be okay with me in the right place, like a nude beach. Flashing to another guy, even just breasts, would not be okay. If it were a festive event and going on a lot, and not a personal thing (like Mardi Gras) would not be too bad.
I wouldn`t say more 'acceptable' but deffinetely more common. I think it`s been done so much it`s not even exciting or like `omg`... it`s just overrated, and those who do it look desperate for attention...

i have to agree with the guys here, out of random it be odd and i would be upset but under circumstances such ad mardi gras or any other scenario where i can give my consent id be comfortable with.
I don't think I've seen a change in perception on this since I was in high school. And I wouldn't want my girlfriend to flash her tits to other guys. I would do my best to treat her in a way that she feels she doesn't need to.

There's always going to be a stigma, or perhaps, one day, not! But personally, as someone who has been around the world, Americans tend to oversexualize women's breasts.
In Europe, its just normal, women use it as a form of empowerment since the 50s after religions forced them to cover themselves up to the extreme. And 70s years later, there is much less of a stigma for women to go topless. It's just tissue and fat! Who cares! I went with a group of people to the beach and every single woman in the group took their tops off and it was no big deal!
As for my girlfriend, she is free to express her body how she pleases. As long as she is comfortable, I actually encourage her to have free-expression of the body at social gatherings or places where it is acceptable in our culture. I don't know if she is a fan of flashing, but she loves just going straight up topless when she wants!
