When I was 17, I couldn't imagine more of a turn-off. Now, it isn't a turn-off like it used to be. But still: Call me odd, but small boobs/butt are my biggest bodily turn-on. And an average face is certainly not a bad thing. Many faces can become the most beautiful face once you know the person.
But big thing, here, is that if she lacks substance (human decency, understanding, curiosity, humility), she's ultimately a piggy bank: Pretty, but hallow. Takes your money with no hope of return. Unless you... smash her with a hammer? (Okay, that's where the metaphor ends.)

I'm thinking only of 17 year old me here, but yes, I would have immediately been turned on seeing a girl with big boobs (assuming that otherwise she has a fit body and we're not talking about a fat chick here). Even if her face was only average, I'd still get really horny from a body like that. (Incidentally, how big are you talking here? What's the bra size you have in mind?)
As far as the second question goes, it's tough to say without specific choices, but I'd probably have tended to go for the girl with the better body than the one with the better face since her body would do the most to make me horny.

Haha. Men are attracted to boobs at any age. Do they instantly get horny just by seeing them? I doubt it. They tend to get my attention, but I don't instantly get horny and have sexual thoughts on my mind. It also depends on who has those boobs. Do they fit her body? What about her face? And so on.
I can't answer the second question because I need more info on the girls. I guess I would have to flip a coin if there is no more info I can be given.

Big boobs on an ugly girl is like lipstick on a pig, they don't do anything. A girl has to have a pretty face to be attractive, so I choose option 2. Although, if the choice was between 2 pretty girls, one with lager breasts and one with smaller breasts, I'd most likely choose the girl with larger breasts.
