Generally the sensitive areas of the foreskin are the inner foreskin and the frenullum. The outer foreskin is just an extension of the shaft skin and it's no more sensitive than the rest of the shaft (which is not much).

I can't speak for other guys but I find my foreskin is most sensitive to tension and pressure (friction not so much).
