The advice you are probably seeing is dependent on the situation. If a girl is a virgin or the question is about anal sex, you are going to hear advice about lube because the lube makes everything glide easier and you are less likely to be hurt if his penis is gliding in and out easily.
Unless the guy likes it rough, lube is just so awesome for something like a handjob. Again, it helps with the gliding and it makes the process smoother. When it smoother, you can get a good rhythm going, which means you are going to be better at getting him to orgasm. Plus, I think everything just feels better when it's slippery. But that may be just me.
You also definitely should use lube when you use a condom cause the latex the condom is made out of makes the sliding in and out more difficult.
Just in general, the more consistent stroking is during sex, the quicker you can get to orgasm and that's why lube helps so much.

For sex with a condom, we rarely need more that the little bit that is pre-applied. Lube for sex without a condom will vary. Most people might need a little lube now and then, or most of the time. Just depends on the fit, how much natural lube is there, etc.
I tend to not lube people up for advice. It's quite unnecessary, and more often than not, they don't like it. However for a hand job, some like lube, and others prefer the added friction with no lube. If your hands aren't like sandpaper, it isn't completely necessary.
