I think for most guys cumming and orgasming are the same thing and happen at the same time. For my husband cumming and having an orgasm are two things. Shooting blanks is not the same thing as not cumming.

A guy can orgasm without shooting any cum. It's rare, but can happen. It feels the same.

A guy can orgasm and shoot cum, but there won't be any viable sperm in it. (That is shooting blanks.)
