I guess some girls like doing it on purpose, most girls don't do it on purpose. I'm sure it has happened to me, but I would never do it on purpose.
Most girls and women aren't flashing their panties on purpose. Sometimes they realize their panties are showing, and just don't care about the fact they are flashing everyone in sight. Other times, they don't realize they are showing.
One time I was at a baseball game, and this girl had brought her dog, and she was sitting down with her dog, and she was wearing shorts. I just so happened to be looking down at the time (I may have been petting her dog) and she flashed me her panties. I can promise you she didn't do it on purpose.

personally I love it when girls flash, especially if it was on purpose. I remember one time in a restaurant and a girl at the next table had no panties on and was giving me plenty of skin to look at it. It was hot! It was a very long slow meal that one.
