The chances are almost zero. I can't say 100% no chance whatsoever, but probably less than having sex on the pill. First off, at the end of your period you probably aren't fertile anyway. Ovulation usually happens around the middle of your time between periods, so usually 14 days into your cycle. Second of all, even if your cycle is a bit off and you did somehow ovulate soon enough, it's very unlikely his sperm got inside your vagina unless he ejaculated on or near your vagina. So really I think there is no need for Plan B unless maybe you were a little drunk and might not remember exactly what occurred. But if you are totally sure that's all that happened, I wouldn't worry.

generally speaking (the period timing aside) there is a chance but relatively small. sperm are easily contaminated and struggle as it is to fertilize an egg. so it would be a tall order for them to be healthy and fertilize an egg without the penis being inserted in the vagina. compound that with the fact that you are on or at the end of your period means that your chances are even lower of getting pregnant

From a pregnancy risk pov you don't need to worry. From what you explain there was no penetration and no ejaculation. Semen needs to end up close to your cervix, it won't get there by itself. He could have ejaculated on your lips, as long as there is no penis inserted it's riskless or neglectable. In addition, you seemed to have been not in your fertile days if you just came of your period. Just keep in mind that wet parts touching wet parts can pass STD's too.

Any unprotected contact near the vagina could lead to pregnancy even if no sperm was released.
Spermatozoid can be found in the lubrificant liquid that comes out of the penis, so as long as it's around the vagina there is a small chance that one of these will make its ways through.
It's unlikely, but not impossible.
