Sexual innuendos: why does he make them?

we have known each other for a few months and hang out sometimes. its a platonic relationship and I like him. I would like date him in a serious relationship and I told him that. I also told him I wouldn't have sex with him if we were not in a monogamous relationship. he slowly stopped texting me and we haven't hung out. so I thought he was just interested in a friends with benefits relationship and got over it. but I did ask him why he distanced himself from me. his response was that he doesn't know what he wants and he doesn't want to lead me on. so I was just going to stop talking to him. but we work together and anytime I see him he flirts and makes a LOT of sexual jokes. nothing distasteful just flirty. EX: when reading items of a list I say "let me know if I go to fast." he says "you can never go too fast." and just smiles. I can't stop myself from blushing and laughing I think its funny. but why is he doing this in the first place?

leave it at that.

but give him the option, because it seems you really like him.

say something like, well when you figure it out and I'm still available I hope you will let me know what you have decided.

Well I can tell he still likes me. I'm just confused because when he stopped txtn me as often I thought it was done with. I just can't tell what his intentions are. if he is just trying to get to know me better or just playing games.
