It depends on how saggy. Saying boobs is normal so I typically don't find a problem with it. But like anything there are limits to how much. I'm sure yours are more then ok especially considering your age.

Well without seeing it's hard to say. But i can tell you I have yet to see a pair of saggy boobs I didn't like on someone your age. I tend to be more picky then most guys due to I'm more of an ass man, but still haven't seen boobs I didn't like on someone your age.

The reality is that most breasts sag and mostly fake breasts poke out. Just like I prefer a full bush down there on a woman, I also prefer her breasts to be exactly as they come because natural to me is real and real is beautiful. It's not about what we think but I'm sure they are fine. If you really feel bad and they truly are as saggy as you say then you can always do surgery. I will always prefer natural unless it's something extreme which I have never seen.

Two things:
1) If you want have less sag, you need to exercise the muscles and skin tone around your chest. Best way to do this is to stop wearing a bra. Yes, the opposite of what you are thinking. Bras try to do the job naturally reserved for muscle and skin. Yes, bras help you change appearance but they do serious damage to your skin and muscle tone. avoid wearing a bra as much as you comfortably can and you will notice a huge difference.
2) Have you checked your posture? When you slouch, your breast naturally sag. Have a friend take a picture of your posture from the side.

Why not? And it should not hurt unless you have D cup, plan vigorous movement or squeeze them down with clothing. Yes it will feel odd but that cause your muscles are atrophied and now are being asked to work. You can also begin small: no bra while at home. In one month you will notice a difference
It hurts because it moves with every step. Especially if you gotta run for the bus or anything. You have to walk slow the whole time too.
If your boobs aren't big there's no way they can be ugly from sagging.
