"Queefs" are different from farts and they don't tend to happen without a "reason". People fart because gas is being created internally and has to come out. A queef, on the other hand, isn't produced internally. It occurs when air is pushed into the vagina---there's no place for it to go except out. If a woman queefs, it's most likely to occur during sexual activity (i.e. when the penis is thrusting into the vagina, it sometimes pushes air inside), and certain positions tend to be more conducive to pushing air inside than others (i.e. doggiestyle). A queef might make a sound in the same way that farts do---when the air pushes out, it causes vibrations, which leads to sound being produced.
Queefs are also different from farts in terms of smell. Farts are produced mainly of oxygen (from the air we swallow), but as the bacteria in your body breaks down food into nutrients, a byproduct of this process is the production of other gases as well. Usually the smell associated with farts is a result of sulfur-rich compounds being broken down. Since, as I've said, there is no chemical process occurring to cause a girl to queef (its simply air being pushed in and having to come out). Queefs aren't smelly, but I suppose its possible that when the air is pushed out, it may also push out some of the natural scent of the vagina. Vaginas do have a scent, but they should not smell like "fish" unless you have an infection, such as bacterial vaginosis.
And I can't speak for other girls, but I cannot "queef on demand". Unless air is being actively pushed into my vagina, there's not enough pressure or air inside to come out in a way that I would feel or that would create a sound.

First off, if the vaginas you have smelt have smelled like fish, there is a problem. Girls should not smell like fish down there unless they have a medical condition. Some girls can teach themselves to queef on command, but mostly girls just queef because of air being pushed inside of them and it's involuntary.
