I'm not a girl so I apologize for answering but I think my answer may be of interest. This woman at my work and I have been somewhat flirty lately and I have a certain pair of levi's signature jeans that are a cheaper version of levi's carpenter jeans that happen to show more of a bulge than my other pants. When I walked onto the assembly floor wearing these jeans at my work and said hi to her I noticed her eyes went straight down to the you know what and back up again. That was to be honest only the second time in my life I managed to catch a woman I'm not intimate with checking out my package and it was flattering as hell lol.
Haha yup, she was definitely checking it out man. And yes, it is an incredibly flattering feeling.
If I see a cute guy and this happens, I think it's so sexy! But I try not to ever let myself get caught sneaking glimpses. :D That's only if I think the guy looks good.
But if the bulge looks like a bit more than just the shape/size of his package, then that's really inappropriate to me (when it's a stranger) and I just want to move away!

i actually don't like it. sometimes I'll glance at it because it's distracting... but honestly, and I really don't mean to be judgmental or bitchy when I say this, it sort seems a bit crass/plebian or obnoxiously vain. also it's almost comparable to the guy version of camel toe haha. but hey, to each his own, I guess.

haha, sometimes, if it's big enough to be distracting. my boyfriend has some jeans that get really tight around his crotch and he makes fun of me all the time for staring... hahaha
