Consider the fact they are indeed older men, and back when they were in school it was the norm to shower naked after PE in the boys locker room. They see nothing wrong with it and feel no shame because that is what they were taught. I noticed the same thing and it is only common amongst the 35+ age group.
Society is more self conscious these days, unless you are in a sport you will most likely never see kids taking showers after working a sweat. Usually its as simple as spraying some Axe and applying deodorant. I know that's what I do. It kind of stinks there and you have to worry about fungus on the floor... that's another reason I don't shower in a public locker room. But yeah, this should explain the naked old guys perfectly.
Older guys got over being sensitive about being seen nude long ago. It just doesn't bother them so they don't cover up. They don't really expect anyone else to pay any attention to them.
Young guys get all up tight that someone might see them nude so tend to cover up, change in a stall, or not change at the gym at all. Usually they get over it as they get older. (and become old dudes!)
For those of you who are younger, try to play it like an old dude and don't let it bother you. It is really cool when you see a young guy that doesn't think anything about changing around other people or taking a shower around others. I always think: "I wish I could be as uninhibited and cool as that guy!".
It's a locker room. There's going to be naked people in it. People vary in the amount of nudity they're comfortable with. It might have to do with age, upbringing, culture, confidence, views/beliefs about the human body, etc. Unless there are people acting inappropriately toward you, then I would think nothing of it (simply walking around naked is not acting inappropriately). Either get used to it, or if it makes you that uncomfortable, don't use the locker room. Go to the YMCA already wearing what you want to wear there, and wait until you get home to change/shower.

If you really have a problem with it, tell the manager and see how that plays out.I don't think it should bother you too much it because it's not as if you're going to stare at them and it's not as if it's someone of the opposite gender. Just don't pay attention. If they don't touch/stare/ogle/mast**bate or something in that category in front of you then don't bother with it. They were taught differently than we were.
I mean no one wants to see old saggy "stuff" but I personally don't see anything wrong with it. I think society is too uptight about nakedness.

i felt this sentiment today in the gym, I don't know why its only older guys too. like, is it that at some age, humility just suddenly goes out the window?
I know haha! As soon as I go to my locker to change into my swimsuit, some middle-aged naked guy comes over whose locker happens to be basically next to mine. I don't want to be in that proximity naked with some other naked dude. Its awkward.
