1. Did you forget about the part where your girlfriend is YOUR GIRLFRIEND? It's not fair to her for you to go around casually contemplating cheating on her, unless you have both agreed to an open relationship, in which case it wouldn't be cheating. But my guess is that in your situation, it would be cheating, and therefore very disrespectful and unfair.
2. This is your gf's LITTLE SISTER. Maybe she's not a five year old, but in order to have a healthy relationship with both girls free from awkwardness, you need to be able to think of her in a relatively platonic way.
3. Who says your gf's sister is interested? The situation sounds a little creepy and predatory, to me personally. If I were her, I would feel extremely uncomfortable with the whole thing. Plus, maybe (unlike certain question askers around here) she actually has a conscience and wouldn't want to see her sister's boyfriend cheating.
It would really be best if you broke up with her. The fact that you are even considering this shows that you are selfish and don't truly care about your girlfriend. Cheating on her with her sister would not only hurt her and ruin your relationship with both girls (especially your girlfriend, obviously), but it will also affect her relationship with her sister, possibly ruining it forever as well.

I really don't care how old she is or how much she seems to flirt with you. If you're any kind of boyfriend worth giving the time of day to, you won't cheat on your girlfriend.
