The recharging time you refer to is called the refractory period. During this time, which follows orgasm and ejaculation, men cannot be re-stimulated to orgasm and ejaculation. For some men, it's only minutes before they can come again; for others, it takes hours, or even a good night's sleep. Some guys get soft during the refractory period, while others keep their hard-on.
I'm pretty sure if you ejaculate too many times in a short period you can "run dry". Maybe not literally but the male body is constantly producing the fluid in semen so a bunch of sex will make him come less for a bit of time but he'll be back to normal in a day or so.
Yeah it's possible. It's happened to me a few times when I've had sex and I came like two or three times, and by the third time there was very little come coming out. But then a few hours later, everything was back to normal and I could a full ejaculation again.

Yes, kind of. The body only generates so much, and it can be depleted but the body generates more. If you get rid of it faster than the body can replace it, yeah you can basically put the tank on empty.
