Like for boys a girls genitals start growing when she hits puberty. Some become bigger with big labia and some stay small. Some grow a lot of hair, some grow almost none. Everyone looks different. There is a general preference for smaller labia minora which makes girls with larger once be insecure. There are even girls going through labia plasty, surgery to cut them off and make them smaller.
Labiaplasty was known as the Toronto Cut when Marilyn Monroe had it done. Toronto because most State Laws considered it illegal and they went to Canada to have it done , back then. IMHO it's a stupid thing to do.
