Yes, it can go through, but dry humping with or without clothes is very very unlikely to get you pregnant.
I mean, in theory, you could get pregnant from just sitting on a toilet seat, if there happened to be some sperm cells that got there, but the chance of that happening is about the same as getting pregnant from dry humping.
So assuming you don't worry about sitting on toilet seats, you shouldn't worry about what happened when you were dry humping. Obviously, you're going to want to wash the come off your panties, but other than that, I think you're fine.
Semen can soak through your underwear, but I doubt that it will travel into your vagina and then to your uterus and finally to the fallopian tube, without being destroyed by the acidic nature of your vagina.
It is still possible, but it is as unlikely as winning the lottery, so I wouldn't worry about it.
