The opening of the foreskin of an uncircumcised male is so tight that it does not go behind the head of the penis without strong pulling. The foreskin of a circumcised male will usually be behind the head of the penis, but at times, such as when tight pants have scrunched things together, the foreskin may be over the head of the penis.
If it moves easily over the head and back, you are circumcised. Not easy, not circumcised.

No, they are not reversed. An uncircumcised foreskin has a tight opening and tends to stay forward at the tip of the penis. A circumcised foreskin has removed the tip of the foreskin that is so tight, making it much looser. It took off a little length, so usually will be seen behind the head of the penis, but because the skin on the shaft of the penis is so loose, it can slide forward when the penis is in a smaller state, especially in cold water, or when wearing tight clothes as I said.

The skin still moves around, just not so noticeably because the foreskin is attached to the penis toward the top.
