I know some animals can. I have a female dog that keeps doing that. She has never been pregnant, but she keeps making milk after going in heat. I have heard it is called a false pregnancy. I would imagine this could happen to a few human women, although I have never thought to ask before.
That's a psychological thing that can occur if a woman strongly believes she is pregnant when she really isn't. She'll start seeing symptoms of actually pregnancy.

In fact, it is physically possible to induce lactation in a man. And men are never pregnant.
You can produce milk from your breasts with any kind of stimulation even after 5 years of having your child. Also from what I have heard, a lot of adoptive moms who want to experience breastfeeding can do things to produce milk even if they have never had a child.

No, not that I know of. You only lactate when you're pregnant.
