Me being black, therefore having naturally curly hair everywhere, knows all about ingrown hairs. I use a special shaving cream on my face formulated for black men, because whenever I shave I get ingrown hairs all the time. :-X
There are a few shaving conventions that you'll have to reverse if you have a problem like you and me.
1) shave WITH the growth of the hair, not against. Sure, your shave won't be as close, but then again you won't have ingrowns, either.
2) use COLD water, not warm water. Doing this keeps the hair from being "too upright", and the odds of shaving a hair below the skin is minimized.
Make sure to take your time. Stroke the razor slowly, and shave in the direction your hair grows. Don't press down on the skin too much, or else you'll cut the hair below the skin, and that is how ingrown hairs, regardless of area, are created.

Use the needle to open the infected spot very carefully. You just want to expose the end of the hair. Then pluck it with the tweezers. Often, the hair will be all curled around or have gotten very thick compared to other hairs around it. Once you have the hair out, gently press out any puss, wipe it with alcohol and the leave it along. I hear you about finances and laser. If you can spring for a wax, that will stop the ingrown hair issue.

1 5when you shave, use a skin cream after but let the hair grow until its not prickly, using the cream daily or twice daily, and when you have some flex in your hair, shave again, and repeat with the cream, this will make your pubic hair les wirery and eventually allow the hair to grow without becoming ingrown, your skin will become sesitive also, but your hair will feel like soft wool and make it easier to grow correctly, good luck,x

ok then before you shave clean yourself down there then moisturize because in grown hairs are sometimes caused by the dryness of skin or if not clean enough and shave but in the pattern the hair goes ... hope that helps better
