She probably knows. Believe it or not some women have minor erogenous stimulation in sections of their feet. I've talked to one woman who does.

If she's one of those types, you'll know when you give her a foot rub.

It's a common fetish, though in this case lets call it a turn-on. Fetish is actually denotative towards something else.

A lot of women are open to this. I doubt, as long as you've had a few sexual encounters with her, that she'd dump you because you suggested something this common. Some women may find themselves turned on doing this, because it turns you on, similar to giving a handjob.

Just make sure it comes off natural and comfortable, not creepy and odd.

I hate feet, but I use to date a guy who had a HUGE shoe fetish. He was really into stilettos [which was fun]. Part of his fetish was feet. He had a huge thing for nice feet in nice shoes. I didn't mind it as long as I didn't have to do anything to his feet. (;
