It's funny, I turn it around on girls and stare at their t*ts right in front of them just to see how embarrassed and turned on they get. Because if you look at them and obviously behave like you feel very comfortable doing so they can't help but feel dominated. Its a fun power game and an intense way to flirt. Yes I notice and I agree with kereru about the oogling lol. It can be kind of flattering but depending on who it is, how well I know them, and if they are glancing or full on "oogling" determines how I really feel about it.
