It could mean either really it depends on who said it. Since it's the guy's friend who said it, I would assume that means that this guy likes you. It's just a "manly" way of saying it. When guys talk about things like this, they don't say "Oh, he likes you, he wants to ask you out" especially if it's the guy's friend, he was probably being purposely crude about it, it's a way of making a joke and kind of poking fun at his buddy.
If a guy says it about a celebrity, yeah it just means he thinks they're hot, but if he says it about a girl he knows, especially if it's the guy's friend saying it, that means that he's just making stupid jokes and poking fun at his buddy that he likes you. My guess, they were probably hanging out, the guy tells his friend that he likes you, starts talking about you, the friend thinks this is funny and wants to make fun of him for it (cause that's what guys do to their friends) and so texts you saying he has a boner for you. He was purposely being crude cause he thought it would be funny probably.
Again, it depends on the guy, but that's my guess.
it means he likes you but in a guy kind of way. its kindof impolite to say it that way, but to some people its funny or just slang.
