I am a 32A. I'm not completely flat but close enough. I can sometimes make myself have cleavage if I try hard enough and have a good pushup bra. I'm 5'5 and 105 pounds so I'm pretty skinny. Look at Asian women. They are well known for being small if not flat altogether. Sure, there are exceptions while others such as the Filipinos and Thai women are generally larger than the Japanese and Chinese but for the most part, asians are very small breasted.
