the most ethical possibility is that they had an accidental erection while talking to you and they have to adjust so it doesn't bother them, its typical for guys if theyre attracted to you, I personally get disturbed by the very idea and dismiss them as quickly as possible
the more perverse possibility is that theyre doing it on purpose while your looking, possibility as a sick sense of self esteem, confidents or because theyre perverts, if they do that they should do it somewhere private like a toilet, if they do it in front of you then theyre just a bunch of sickos, dismiss them as soon as you can, and don't let your guard down.

This behavior is definitely not normal. Yeah, we do grab ourselves there from time to time, but not in front of another person. Especially not in front of a girl we have a conversation with.
