How to know if a girl flashes you on purpose or on accident?

So I was in the library today and found a seat in a cubicle next to this girl. She was sitting in the outside chair and wearing a dress like in the link, but it was light blue link after a few minutes she turned off her computer and stretched. Then she got up from the chair and grabbed her stuff (at this point her back is facing me) and she is fixing her dress (like girls usually seem to do when they get up) and then she just flipped up the back of her dress and I saw half of her butt. Then she just walked straight down the aisle between the bookcases and left. I was just thinking holy shit, that’s never happened to me before. Only thing I am curious of is was this a accident or on purpose?
