"Concealed carry" means the state requires certain firearms you are permitted to carry outside of home, vehicle, workplace (where allowed)?

... must be hidden/concealed, even if only a towel topping a pistol laying on seat of car. Now some states are considering allowing these to be "Open carry", e. g. everyone may see that one has a pistol... e. g. like in a hip holster, like most police carry. These same states do allow open carry of long barreled shotguns, rifles, et al.

Since I can't find an answer ON POINT (please no judgments, dribble, other tangent knee-jerk comments) I'm asking WHAT was the logic behind insisting on Conceal Carry of short barrels when long barrels were A-OK to open carry?
