The corrupt government claims almost everything, including breathing, is "illegal" but the highest valid Law says we have unalienable rights and that any government which doesn't acknowledge and protect those is invalid and should be ignored if not dismantled and replaced.
So in other words, no, it's not truly illegal, but they have books full of treasonous invalid legislation that say nearly everything is illegal if you don't have money or political influence, and their corrupt cops, lawyers and judges will usually follow along because they are a criminal mafia of tyrants and self-righteous jackboots.
We all have rights but the gov doesn't care, it thinks it owns us, instead of us it. So the bottom line is we can basically do what we want as long as we don't hurt anyone, but we just have to stay a step ahead and avoid the scrutiny of the traitor rogue government and it's brainwashed serfs, or else they will cut up our tents and sleeping bags and give us fines and community service for the privilege.

Texas passed a law that is illegal to feed the homeless and also illegal for homeless to feed themselves by trash cans. Indirectly saying, no homeless is welcomed there, get out before you starve to death.
