Do companies avoid places where the populace is considered dumb or lazy?

Let's be honest here. No matter what country you're from you probably know of a place where the locals have a bad reputation. It may be a town or a state. For example in England, Newcastle's population is barely sober and violent. In my own country wales Rhyl is a cesspit of 13 yearold smackheads pushing illegitimate offspring around. In America they have the rust belt where people believe the earth is flat and jesus is coming back any day. Best not disagree with Trump or they'll shoot you.

One thing all these places around the world have in common is high unemployment. People blame unemployment for the locals behaviour but is it the attitude of the locals that scares off companies from setting up businesses there?
