I know exactly what you mean. I've been homeless for 2 years now, going on 3. It's a bitch trying to get the help you need when all the programs are geared to help those who don't really need it.

Throwing money at any dilemma doesn't really help like you might think. The US gov't has done this for decades. Just as you suggested about people blowing the money on. . . The lack accountability/responsibility for the suggested $1m lacks

Golf courses are a massive waste of space for a sport most people don’t like or get to really play. It can be used for better purposes. Churches are the same way. It’s a pointless building that keeps getting tax breaks and weekly donations. Put it to good use. Who cares if it’s popular?
Some areas. Offer the homeless jobs cleaning up the street from trash and other junk. To help keep the towns cleaner and to give homeless people jobs. So they can afford basic things in life.

*typoDefeat the Leftists/ Democrats at the ballot box. They led the movement for turning the severely mentally ill out onto the streets through the ACLU and other groups. And once out on the streets, where they shoot up drugs and defecate on sidewalks the Dems defend their "human rights" to be there. There trash heaps are treated as their "personal property" even as that leads to rat infestations and the return of diseases like bubonic plague (which is actually a real concern in Los Angeles).
And stop the banks foreclosing families who already have them.
