New rules for US on-campus sexual harassment and sexual assault investigations begin in August. Do you agree with the rule changes?

The changes, announced by Secretary of Education Betsy DeVos, include breaking up accusations into four categories, sexual assault, dating violence, stalking and discrimination based on sex.
Students who are accused will have the right to an advisor and the right to cross-examine, through a proxy. There will also be a right to appeal. Those were not guaranteed before.
Victim rights groups have condemned the changes. The National Women's Centre has issued a statement saying it plans to sue the Department of Education over the rule changes.
What are your thoughts on these just-announced changes?
Do these rule changes bring fairness to hearing process for someone accused? or will these new rule changes be unfair for alleged victims?
