can you be a little more specific when you say "look out for", especially when it comes to the federal government
Basically the feds runs the military make sure businesses can thrive and not being choked out by bigger businesses like standard oil (there a hole story behind that) and make sure that people can live there lives as they see fit without interfering with the right of others. Sometimes it’s up for the courts to decide

It's kinda hard to explain, since there are more ways to argue this which are beyond me.But I suppose, the main point it would be giving 328.2 million people a common thing that they are all part of. You're all Americans.On the other hand it's job position that brings little to no value to the US population.Think of it in a sense like a parent (National government) and their children (state government).Each child has their own way of thinking, but at the end of the day father has the last word.

Because if states were left to do things on their own, they'd never get done. Montana for example does not have the budget of Illinois, so they rely on federal funding
Why hasn't the federal government done anything for them then?One check for $1200 isn't going to help.. and it didn't even go to EVERYONE
I don't follow the USA close enough to know what they have and haven't done or why. From the outside looking in, America is a gong show on it's best day

Cities, yesStates, no. You have cities, inside of ONE country, we have cities, inside of states, inside of a country, inside of a continent. It's more compicated than Europe.
