Minnesota police are taught "use of force"?

In Minnesota putting your knee on the
coraid artery in the neck is not considered use of force. I heard officers say they can't believe the police are being taught this in Minnesota. We've seen other unsafe practices being done as well in other videos:Here you see the officer puts his knee on the suspect's shoulder blades as opposed to his back. Which is normally okay but look at how long his knee is there. Also, in some situations like this where the guy is on cocaine and whatever else and is saying he can't breathe constantly that should be taken seriously. Instead they laugh about it. And like the video illustrates he eventually dies and they joke about that too.

Now with Floyd's case I don't know if it's a combination of being taught the wrong technique and some illegal stuff going on between the two or what. But what do y'all think about all this?
