If you’re a cop and you see your peer CLEARLY crossing the line and usIng excessive force, why do you just stand there and do nothing?

the obvious example is the recent incident in Minneapolis. well I don't know how the other cops just stood there. Whether or not that they are also cruel cops, I know for a fact not all cops are racist, abuse their power, or have high egos. If that’s the case, why don’t they step in and tell their peer using excessive force to stop? If a person is handcuffed, they are detained and considered not dangerous. isn't THAT CLEAR?
