Should PUBLIC universities be allowed to deny a student admission or discipline a student due to racially offensive comments/slurs?

There was a recent incident in my town where a female college student was denied from the cheerleading team due to her use of racial slurs.

There have been other cases where students have been expelled for wearing blackface.

These are from PUBLIC universities. Public as in ran by the government.

I am a strong believer of the first amendment and don't agree with the government punishing people for comments or expressions that may be deemed offensive.
