Does a hard life make bad acts/actions seem understandable? Does it justify them?

It's not that hard to figure out life isn't fair. I have seen examples of people acting in a 'non optimal' behaviour but it being excused because they were having a hard time. Why are criminals raised in some of the poorest neighborhoods seen as monsters? Does hurting other people become justifiable because the world has hurt you? Why is the joker so popular? I mean I am talking about the one from the batman trilogy. Never seen/saw the last one.
