Does the American government treat people in states with more votes better?

Here in the U. K. there's often a feeling the government is biased towards London and the home countries and dismissive of the needs of other areas. I'm wondering that since American has an electoral college system if politicians tend to direct resources to the areas with more votes than those with few. Are smaller ones sacrificed to gain those all important big vote states.
Does the American government treat people in states with more votes better?
