That's a good point. I also think a lot of it comes down to parenting, which again I suppose could be a product of their environment.
You can only be a hands-off parent in certain places, and in many of those the kid becomes self-sufficient. If the kid is well taken care of, even in public places like schools or daycare, they don't have to do for themselves. A person living in white trash communities such as trailer parks and welfare states would have entirely different outcomes. You leave a kid there and they just wonder about forging their own way. I've seen that latter situation play out many times.
