Their brains've been altered since childhood, so psycatrist ain't gonna do shit to many of them, plus I don't know if a popular one would ever agree on giving these poor bastards some life changing therapy and they themselves would end their life before that happens cuz that's how they have been programmed.
Wars ain't doing shit to end terrorism so violence ain't the option, it's the solution.
Best is for every single nation to unite for a final attack with full force so that they won't stand a chance, casualties will be there but it would end terrorism so it's worth it and those who are captured alive, must be treated mentally. These are my assumptions ik terrorism is a big business playground for many, so that's them who need to be treated first.

From an American perspective, I think we should withdraw all of our troops from around the world, and become more of an isolationist country. We have enough resources to get by, and we could use the savings for a much better healthcare system.
